Dehumidifier and Oscillating fan to cool room?

I just read an article that said to cool your room to get a dehumidifier and an oscillating fan and that this would have the same affect as lowering your a/c. Is there any truth to this?

      The air and try it know that it know that is very interesting concept have never tried it will be very hard to make this act like an air conditioner though sometimes use an air.
