Need to know about dehumidifiers for basement?

My parents basement is 1500 sq.ft. and has no concrete floor. I’m looking at a 70 pt. dehumidifier at Lowes for them. The 1st. floor is where they stay and the windows drip moisture all times. Would the dehumidifier placed in the basement take care of this problem?
